OpenAI turned on ads in ChatGPT for US users on February 9, 2026, opened a self-serve Ads Manager in May, dropped the minimum spend to zero, and by July had Best Buy, Lowe's, and VistaPrint as public case studies. The rollout was faster than anyone predicted. Neil Patel called the ad-driven future of AI search inevitable in a video last September and he was right.


Every guide since has explained the auction mechanics. Almost none of them has asked the question a B2B CMO needs answered first, which is whether the people you're trying to reach will ever see one.


After more than 16 years in B2B content, I've watched this cycle on every platform. A new channel opens, the demand gen team gets a test budget, and eighteen months later someone asks what it produced. This time the answer is partly knowable in advance, because OpenAI published who sees the ads.



What are ChatGPT ads?

ChatGPT ads are labeled sponsored placements that appear below or alongside ChatGPT's answers for logged-in adult users on the Free and Go tiers. OpenAI launched them as a US pilot on February 9, 2026, opened a self-serve Ads Manager at ads.openai.com in May 2026, and expanded to the UK, Canada, Australia, and New Zealand. Ads run on a relevance-weighted second-price auction with CPC and CPM bidding, a Conversions API, and pixel measurement.


The mechanics look like a mature ad platform because OpenAI hired people who built mature ad platforms. Bids start around $3 to $5 per click. CPMs run roughly $25 to $60 by category. Creative quality affects auction rank. There's a Conversions API. Agency partners include Dentsu, Omnicom, Publicis, and WPP, and technology partners include Adobe, Criteo, and StackAdapt.


Two formats matter for B2B. The first is a standard sponsored card under the answer. The second is a conversational unit with an "Ask ChatGPT about this ad" button that drops the user into a pre-loaded conversation, like a Custom GPT. That second one is the interesting format for lead gen, because a buyer who asks your ad a question about SOC 2 is further along than one who clicked a Google Ads headline.


Targeting is conversational context. No cookies, no PII, no ABM list upload as of the live platform, though OpenAI's mid-June Ad Tools Terms describe Audience Tools for first-party data that aren't confirmed active yet. OpenAI states ads don't influence answers and run on separate systems from the model.

Logged-in adults on the Free and ChatGPT Go tiers in the US, UK, Canada, Australia, and New Zealand. Users on Plus, Pro, Business, Enterprise, and Education see no ads. That excludes most people using ChatGPT through a company license, which is how enterprise buying committee members typically access it.


This is the sentence every B2B guide skips.


Think about who is on which tier. The Free tier is the largest by headcount, and it's where students, casual users, and small business owners live. The Go tier is a low-cost paid plan in price-sensitive markets. Plus and Pro are individual power users. Business and Enterprise are company-licensed seats, deployed by IT, with the admin controls and data terms a Fortune 500 procurement team requires.


Now think about your buying committee. The CISO at a bank, the VP of Infrastructure at a manufacturer, the platform lead at a SaaS company. Their employer either issued them an Enterprise seat or prohibited ChatGPT on work devices and issued Copilot or Claude instead. Either way, they aren't on Free.

That doesn't make the inventory worthless. Individual contributors researching on personal accounts, consultants, mid-market buyers, and anyone at a company that hasn't standardized on a tool are all reachable. But the mental model of "our buyers are asking ChatGPT for shortlists, so we should advertise where they ask" has a hole in it, and the hole is exactly the seats you care most about.

What do ChatGPT ads cost for B2B?

OpenAI recommends starting CPC bids of $3 to $5, and bids under $3 see limited delivery. Early B2B advertisers in competitive categories report actual CPCs of $8 to $15. There's no minimum spend since May 2026. Targeting is by conversational context only, so there's no way to restrict spend to named accounts or job titles yet.


Compare that to what you already pay. LinkedIn CPCs in enterprise tech commonly run $10 to $20 with full title and company targeting. Google Ads for "backup and recovery software" runs higher still. ChatGPT at $8 to $15 with context-only targeting is not cheap reach. It's comparable-cost reach with less control, on a tier mix that skews away from your ICP.


The measurement story is better than the targeting story. The Conversions API and pixel let you tie exposure to pipeline the way you would for any paid channel, and the conversational format gives you engagement data Google never will. If you test, the content marketing ROI discipline is the same. UTM everything, capture server-side, judge on qualified pipeline, not clicks.


One legal note from the Ad Tools Terms. Uploaded audience data may be used by OpenAI for product development. If you operate in a regulated sector, that clause needs a read before anyone uploads a CRM export.

This is the crux for B2B budgets. There are two ways to be in a ChatGPT answer. You can be the sponsored card next to it, or you can be the vendor the model names inside it.

The sponsored card is bought. It reaches Free and Go users, it costs $8 to $15 a click, and it disappears when the campaign ends.


The named recommendation is earned. It reaches every tier including Enterprise, it costs whatever your content and entity authority work costs, and it persists as long as the model keeps retrieving you. It raises the stakes on it, because the answer surface now has a paid neighbor competing for the same attention.


In the Engine Optimization Matrix, the LLMO and GEO Citation cells are "whether ChatGPT names you when prompted." Ads don't occupy that cell. They occupy a new cell next to it, and the only tier where both cells are visible at once is the one your enterprise buyers aren't on.



How should B2B teams budget for ChatGPT ads?

Run a small, time-boxed test with the conversational format, measured on qualified pipeline via the Conversions API, sized to learn rather than to scale. Put the larger budget into the citation work that reaches every tier. Revisit the split when OpenAI ships account-based targeting, which its Ad Tools Terms suggest is coming.


The posture I'm recommending to clients:


Test, small. Enough spend to get statistically meaningful pipeline data in one quarter. Use the "Ask ChatGPT about this ad" format, pre-load it with the questions a buying committee actually asks, and treat it as a conversational landing page. Measure demos and opportunities, not clicks. The demand gen vs lead gen framing matters here. This is a demand surface, not a lead form.


Invest, seriously, in the organic answer. The ad test tells you whether the tier mix reaches your buyers. The citation work reaches them regardless. That means LLM optimization on the pages a buying committee would retrieve, citable case studies, G2 presence, and keeping GPTBot and OAI-SearchBot allowed. The citation rate KPI is how you report it.


Watch for two triggers. If OpenAI ships CRM audience matching or title targeting, the channel becomes an ABM surface and the test budget should grow. If OpenAI extends ads to Business or Enterprise tiers, which would contradict its current positioning but isn't impossible given a reported $2.5 billion ad revenue target for 2026, the tier objection disappears. Until one of those happens, the ad is a secondary lever.


Don't let the ad budget cannibalize the content budget. This is the mistake I expect to see most. A CMO reads that buyers are asking ChatGPT for shortlists, shifts spend from content into ChatGPT ads, and ends up paying to reach the tiers that don't contain the buyers while under-investing in the one thing that reaches all of them. The content marketing funnel still starts with being the answer.
